Five centres, and the register underneath four of them
The Dubai 2040 Urban Master Plan names five urban centres. This site publishes the Land Department's register for four of the districts they cover, and the districts named below carried 5,281 registered resales in the last twelve months.
A master plan is a statement of intent, and this one was made in March of two thousand and twenty one. What a reader of this desk can do that a reader of the plan cannot is look at the same places in the register and see what has actually happened in them since.
The plan's own words are below, with the date they were published and the date this desk read them. Underneath them is the register. Nothing here says the plan moved a single one of these figures.

Five urban centres are named. Deira and Bur Dubai for tradition and heritage. Downtown and Business Bay as the business and financial heart of the city. Dubai Marina and JBR as the hospitality and leisure centre. The Expo 2020 Centre. Dubai Silicon Oasis Centre for science, technology and knowledge. The middle figure is printed and the range is not. The rent register holds a small number of yearly rents that cannot be rents, and until they are dealt with a range would take its top end from one of them.
