A register quirk, stated plainly

The register's usage designation codes most Victory Heights villa resales as Commercial or Industrial, a coding that follows the land designation rather than the product. The desk reports the product the register actually records: villa resales under the estate's own project tags. A usage filter would erase a continuous seventeen-year villa market, so no usage filter applies at this desk; the usage census is printed at every update as a standing check.

Source and completeness

Sole source: the Dubai Land Department's open register. Each extract is built by repeated retrieval and unioned on transaction identity until successive retrievals add nothing new. An extract is accepted only when the estate's sentinel transactions are present. The estate's universe is the Victory Heights project-tag family within the register's Dubai Sports City master record in the Al Hebiah Fourth area.

Basis

Completed resales only: sale procedure, existing-property registration, duplicates removed on transaction identity. Off-plan sale registrations, delayed-sale instruments and lease-to-own financing registrations are outside the basis and censused at every update. Whole-building transfers are recorded separately and enter no line. Registered below-market transfers remain in all counts and medians; the published range notes their presence.

Lines and thresholds

The estate reports at the register's project grain: the Victory Heights tag and its Phase 2 tag, each disclosed separately. Publication thresholds are the Desk's standard: median at eight or more sales in the window, the range at three to seven, the count below three.
